Abstract
A broad overview is provided of telecommunications in developing countries. The role that basic telecommunications services play in development is examined, and the gap between availability and demand is discussed. Constraints on the growth and performance of telecommunications services in developing countries are considered. They are attributed to three interrelated factors: a shortage of investment capital, ineffective organization and management of the operating entities, and inadequate sector policies. New pressures on (and new opportunities for) developing countries to improve efficiency and quality and expand and innovate telecommunications services are addressed.<>
