Abstract
The Bonneville Power Administration has been following least cost utility planning principles since the passage of the 1980 Pacific Northwest Electric Power and Conservation Planning Act (Regional Power Act). The author describes the background and current resource planning environment for the Pacific Northwest, the analytical tools used to pursue the power planning objectives, and the direction which current policy decisions are headed, using Bonneville´s 1987 resource strategy process as the example
