Abstract
Power received from a mobile transmitter at an unknown location in a circle centered on the receiver is known to be Pareto distributed. Measured in decibels, it is exponentially distributed. The range distribution is combined with a log-normal shadowing distribution to get a new compound distribution that models all slow power fluctuations.
