Chamber of Commerce, prepared by the Executive Committee of the Engineering Council for presentation by its representative, Mr. Calvert Townley, Fellow of the A. I. E. E. and member of the Council, before a committee of the U. S. Chamber of Commerce in Washington on January 14, 1918.
