Abstract
Although the Japanese Ministry of International Trade and Industry´s investments in computer technology development are well known, the Nippon Telegraph and Telephone Public Corporation (NTT) also played an important role. A study of the development of NTT´s information system called DIPS reveals NTT´s influence on the Japanese computer industry and its early effort to promote software engineering in the 1960s.
