  • Abstract
    At the end of the 20th century, a short-lived government program, the National Software Data and Information Repository, failed, and its history, is little known beyond those directly involved. However, the NSDIR has more than failure as a legacy. The database, designed to ease software research time and cost burdens for Defense Department projects, also served as a proving ground for concepts measurement pioneers are now extending beyond the military. The paper considers how an effort to establish a comprehensive academic and industrial measurement database, the Center for Empirically Based Software Engineering (CeBASE), is taking NSDIR concepts forward
