Abstract
MPEG-2 encoding of low-quality (noisy) TV signals is analyzed with respect to the encoder output bit rate. Target rate for the MPEG-2 transport stream is 4.0 Mbit/s with D1 resolution (720×576 pixels). Standard MPEG-2 encoding parameters show problems with critical signals because they exceed the target output bit rate. We first describe the violation of the target rate and then show an optimization procedure which enables MPEG-2 hardware encoders to process both high-quality and noisy TV signals without bit rate violations
