Abstract
To prevent long service outages, telecommunication networks should have effective countermeasures. The authors present new methods for evaluating the effectiveness of these countermeasures and for specifying the objectives for telecommunication network reliability. The following points are discussed: (1) measures of long service outages; (2) mathematical modeling of long service outages; (3) methods for exactly and approximately evaluating measures of long service outages; and (4) methods for specifying network reliability so that long service outages can be measured
