Abstract
This article describes the problem of the congestion in a cellular mobile network in relation to the handover. This is, the probability for a blocked call or a forced termination of a call when the communication channels are exchanged to other cell. A procedure is presented in order to decide a list of candidate cells before a handover was executed. The selection of these cells is based on maximum traffic level, signal to noise measures, interference levels received and so on. Then, the traffic management in handover is studied according to the cells capacity and the mobility of a mobile terminal to provide an improved quality of service with the handover. Results and graphics are provided showing the performances of the procedures
