Abstract
Industry and business routinely modify products to protect themselves from crime, but they are often reluctant to do so when it is consumers, not they, that are victimized. The changes made can be quite effective in reducing crime and the European Union is now considering whether to take a more active role in requiring manufacturers to modify criminogenic products. Some of the difficulties of this policy direction are discussed.
