Abstract
This paper reviews the current situation in usage of the radio spectrum. The existing refractive index model is inappropriate for Southern Africa. It is suggested that improved usage, especially for mobile systems, requires a better understanding of the propagation model. Other issues addressed are the role of technology in upgrading spectrum usage, and its rationalisation
