Abstract
A new method for estimating the carrier frequency offset from a block of random PSK symbols is proposed. Its computational complexity is comparable to existing methods, but it attains the Cramo-Rao bound down to lower SNR values. Simulation results are included to demonstrate the performance of the proposed method
