With the continuous growth of global population and economic scale, the global climate change caused by high concentration of carbon dioxide in the atmosphere has been recognized as an undisputed fact. Therefore, the low-carbon economic development model characterized by low emission, low energy consumption and low pollution has become a necessary measure to treat the urban ecological environment. And, the development of low-carbon economy has become a main feature for the society transiting from industrial civilization to ecological civilization. This paper defines the connotation of low carbon economy, elaborates that the development of low-carbon economy is a fundamental change in the governance model of urban ecological environment, clears that urban ecological environment governance is the driving force for low-carbon economy, and puts forward the paths of urban ecological environment governance from the perspective of low-carbon economy.
