This paper briefly discusses the conception, theoretical origin and development of human capital theory, as well as its role in promoting economic growth. Then, this paper describes the characteristics of high-tech human capital from five different aspects which are creativity, influence, hierarchy of needs, teamwork and turnover rates. Further the mechanism of the human capital development´s impact on the regional economy in High-tech Industry is discussed from five dimensions: the regional economic competitiveness, the formation of central cities and urban agglomerations, natural resources, human capital accumulation and human development perspective.
