Abstract
Earthquake disaster has been the potential threat to people living in urban area. The experiences of 921 Earthquake occurred in 1999 showed importance of disaster prevention planning. The comprehensive disaster prevention is consisted with six urban disaster prevention spatial system including evacuation routes, shelters, hospitals, police, fire fighting, logistics. This study aims to construct evaluation model for shelters feasible location using model builder of GIS. The related affecting spatial factors are quantified and transformed into urban physical planning criteria with practical guideline. The rational analysis in terms of analytical flow chart and GIS techniques is evaluated with the empirical study in Nantou City where used to be the disaster area in 921 Earthquake. The results are visualized with evaluation index and used for disaster prevention planning.
