    The berth allocation problem, with stochastic vessel delays and out-of-schedule vessels temporarily mooring at the terminal, is considered with the proactive (robust) and reactive scheduling strategies. To deal with the stochastic arrival delays, we construct a robust home berth plan via a feedback procedure in the planning stage. For the second kind of uncertainties, temporary mooring of out-of-schedule vessels, we propose an efficient and effective real-time reassignment rule. The reassignment rule takes both the vessels´ importance and the schedule pressure into account. Numerical experiments show that the proposed proactive and reactive framework is promising to deal with the uncertainties and keep the plan smoothly implemented under different variability patterns.
