This paper is based on the importance of knowledge management in small medium scale technology-based enterprises, sums up the characters of these enterprises, outlines the general framework for knowledge management system — both the architecture framework and technology framework. On this basis, combined with the specific application of Guojinghui, the author designs R&D knowledge management system in detail. Such kind of technology-based R&D enterprises can have a good reference to this knowledge management approach.
