Carbon emissions reduction and the construction of low-carbon economy have become global target and basic national policy in China. It is urgent to make further research on the integrated application of Legal, technical, economic and necessary administrative measures for carbon emissions reduction. To construct carbon trading mechanism with Chinese characteristics, we must fully understand the three Special Characteristics of carbon trading mechanism in China, and scientifically grasp the four principles, and completely carry out the institutional innovation of "the one system, the five mechanisms, and the four security systems ".
