    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    With the development of circular economy, the existing pollution charge standards can not meet the need. Circular economy has significant positive externalities. If the government reduced Pollution charge standards for firms of circular economy, it not only can encourage firms to re-use more waste, and reduce pollutant emissions and social costs of pollution control. In the circular economy, the optimal Pollution Charge Standard should be net benefits which technology of waste re-use can bring.
