After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

By Graeco philosophy, love could be classified to three levels — erõs, philia and agape. Based on this, the paper analyzes the three stages of enterprise PR´s mind — primary, middle and ultimate. The author analysis the relations between erõs and primary PR´s stage, philia and middle stage whereas agape and ultimate stages firstly, then reveals the relationship of the three stages. Finaly, the paper forms the optimum PR´s stage for enterprise to take — the harmony and extensibility stage.
