Abstract
In this paper, spectrum planning is discussed in terms of the impact which it could have on the spectrum management process. Rather than merely attempting to accommodate specific radio service needs within spectrum allocation efforts, planning is seen as a means to improving the spectrum management process itself. Goals which such a planning program should strive to achieve, and the efforts required to do so, are described.
