Abstract
The enormous growth of mobile users and limited allocation of frequency spectrum to this service invite the balanced and efficient utilization of the channels, a scarce resource. Although many works have been reported towards load balancing, very few of them consider non-uniformity of channel demand. In the present work, an efficient load balancing technique considering nonuniformity of channel demand in a cellular network is proposed. Contrary to the existing works, the novelty of this scheme is to use a database for maintaining traffic history by means of which the demand of channels is predicted leading to the reduction of message exchange among different components of the network
