Abstract
We describe a transmission coordination protocol for a non-GEO mobile satellite messaging system based upon a distributed architecture. One major challenge facing the system is transmission planning, which is performed at satellite gateway (SG) Earth stations sharing the same radio resource. Lacking centralized control, the successful operation of the system relies on meticulous coordination among the SGs accessing the same satellite. Our protocol is capable of ensuring the consistency of information used by SGs to schedule their data transmission in a distributed fashion. It is robust in resolving potential network failures and is simple to implement
