Abstract
Management of public crisis is an important function of modern government. From the perspective of political science, public crisis management is a government responsibility. The author in the article attempts to explore the inherent causality between public crisis and government responsibility. On the one hand, the characteristics of public crisis determine the need of government responsibility; on the other hand, the essence and function of government determines the management of public crisis is its natural mission. Up to the reality, management of public crisis is an important function of modern government. Management capacity of public crisis is an important indicator to measure government competence, and reflects the comprehensive strength of every state. Therefore, it is significant to strengthen public crisis management for China experiencing rapid development and change.
