  • Abstract
The advance of technology can be stimulated or hindered by transport policy. For example, issues such as the reduction in carbon emissions stimulate technological development in low-carbon or zero emission fuels. However, to what extent is transport policy the right driver for these advances: does it ask the right questions and obtain the best answers? This presentation uses two examples (security vs ethics, fuel-type vs management of demand) to discuss how a wide range of issues emanating from policy should affect the way in which technology progresses.
