Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

With management theory, life science and information science as the guiding ideology and based on theories and methods of immunology, multi-Agent modeling and simulation as well as emergency management, this paper constructs immunology-based emergency preplan multi-Agent theoretical framework, put forwards the generation of emergency preplan multi-Agent and its interaction mechanism with outburst incident, analyzes the evolution of clonal selection and emergency preplan multi-Agent, and designs retaining of optimal emergency plan and updating of memory base. The research findings have important theoretical value and practical directive significance on emergency management.
