  • Abstract
    MSPSR technology is of interest to ANSPs as one possible solution to the increasing pressure on the continued operation of existing PSRs. Swelling operational costs along with potential RF spectrum licensing cost increases are driving ANSPs to consider innovative approaches for independent non-cooperative surveillance. PROVE, a two-year project conducted by NATS, Thales UK ATM and Roke Manor, investigated the capabilities offered by this technology. The project executed a number of trials exploring passive MSPSR performance in terms of coverage, probability of detection, accuracy and capabilities in the presence of wind-turbines. The results demonstrated that the technology can achieve accuracy levels to support 3NM separation, while providing a reasonable coverage and probability of detection. The results also indicated that such systems may have an inherent capability to suppress wind-turbine clutter. PROVE demonstrated that MSPSR technology, while not mature enough for operational service, has the potential to provide future independent non-cooperative surveillance whilst suppressing wind turbine clutter. Given the maturity level and demonstrated capabilities, MSPSR technology should continue to be developed and matured.
