Abstract
A high quality wideband speech coder based on code-excited linear prediction (CELP) algorithm with perceptually constrained variable bitrate (VBR) is proposed in this paper. A VBR is achieved with the help of reconfigurable structure of multiband multistage codebook of excitation vectors controlled by psychoacoustic model based on warped discrete-Fourier transform (WDFT). Comparison with MPEG1 Layer III codecs at 16, 24 and 32 kbps is implemented
