Abstract
Emergency capability assessment is of great significance for emergency management level improvement. The paper analyzes the problems of the existing emergency capability assessment mode which is based on the characteristic property scoring and thinks the mode ignores the interrelationship between the activities and does not fully reflect the organization´s emergency management capability. Emergency process is a collection of emergency activities and their relations. The assessment mode which takes emergency process as evaluation object can make up for the deficiencies of existing assessment mode. Process-oriented model of emergency capacity assessment is proposed and the index system is described. Finally the article points out our future research.
