Abstract
Emergency Capability Assessment is important for the improvement of Emergency management. The existing evaluation methods can´t fully reflect organization´s emergency capacity. Process-based emergency capability evaluation model can reflect the relationship of emergency management activities and overcome the deficiencies of existing evaluation methods. The method of building emergency process capability assessment model on Stochastic Petri nets is elaborated and a case is studied to show how to build and analyze the model. The related process performance is analyzed finally.
