Abstract
Emergency resources are prepared by the government for the unpredictable emergencies and disasters. A reasonable and optimal emergency resource location and allocation is the assurance for emergency relief as well as reducing the storage and deployment costs. China´s NingxiaHui Autonomous Region, Fujian and other areas have taken shape in the province, city, town three-level relief materials reserving network. In this paper, we analyzed the establishment of multi-level, multi-disaster scenarios emergency resource location and allocation. A bi-level programming model is proposed and we give an effective algorithm based on PSO. Cases study illustrates our model and algorithm are very effective.
