Abstract
A new mathematical model of the clutter in the form of conditional linear random process has been justified. The impulsive components of the radar noise as well as continuous fluctuations can be represented by the model. The distribution of conditional linear random process is represented by its characteristic function and it is the mixture of infinitely divisible distributions.
