Drawing on the developing state of international industrial transfer and the mode of eastern industry transferring to the western of China, the paper research the industrial transfer of the region of Beijing, Tianjin and Hebei province. Luanping is one of the fourteen countries of central capital economic circle and the paper mainly analyzes capacity of acceptance, mode of acceptance and industrial agglomeration of Luanping undertaking industrial shifting of Beijing and Tianjin.
