The study on elements and connection of public library and public cultural service system

Public cultural service system is proposed in this context and public cultural service system is the realization of the right way and a strong guarantee of civics´ culture right. The services of public library is public welfare, fairness, justice and free of charge, then it determines that one of the important duty of the public library is to protect citizens´ cultural rights implementation. The paper analyzed the important duty of the public library in view of achieving and safeguards citizens´ cultural rights and the role of the public library in the public cultural service system. Second, it studied the significance of the public libraries cultural information services union and it analyzes the elements of public libraries cultural information services union based on the above achievements. Finally, the paper focused on the case study on the national public library consortium.
