Abstract
One of the challenges in estimating the state of large scale power grids is the possibility of divergence due to measurement errors. While one cannot avoid measurement errors, their impact on the state estimation can be confined to a small subset of system buses by proper modification of system measurement configuration. This paper uses well developed concepts of error residual spread areas in order to develop a practical design algorithm to strategically modify the network measurements towards accomplishing this goal. Simulated cases are presented to illustrate how this can be implemented and state estimation results under various error scenarios are provided to validate the proposed design.
