Abstract
Sustainable building and planning should response to issues come front climate change. After clarifying the characteristics of nature background of Taiwan´s built environment, the effect of climate change on building and planning were examined. By analyzing the limits of primary energy resource constraint, and its effect on the paths of Taiwan long run energy policy, a theoretical concept and framework was proposed. The strategy measures of mitigation and adaptation for climate change were proposed. Results of the analysis showed that effective sustainable building and planning response to climate change should highly rely on governance of trans-spatial domain and interdisciplinary coordination.
