  • Abstract
China has entered the period of rapid growth in the urban development. In addition to the natural disaster, the incidence of human-made hazard has been increased. Urban public safety cannot be separated from the urban spaces. The development of the spatial information technology provides a reliable technical platform for the city disaster prevention and reduction, from fields of the Information science, operations research, earth sciences, etc. This paper, integrating the need of public safety into the urban planning and management, analyzes the basic way to apply the “3S” based technology to the urban public safety management, mainly focused on the planning and the application of the urban disaster prevention and mitigation. It also analyzes the characteristics of the urban public safety management, and initially identifies the framework and the technology for the urban safety management platform.
