  • Abstract
    As we know, an appraisal is an effective method guaranteeing the quality of higher education in many countries. In developed countries, the appraisal has a history of over dozens of years or hundreds of years. And it is regarded as an effective measure to improve the quality of education. The appraisal is a booster of construction, reform and development for a university. Meanwhile, the quality of education is the lifeline of a university. The emphasis of improving the quality of education is mainly to improve the quality of teaching. To some extent, the quality of teaching is reflected on the quality of examination. Of course, the quality of test mainly depends on the quality of examination paper. The quality of examination paper has some direct influence on the appraisal of quality for the teaching and education of a university. In order to decrease the subjectivity and randomness of the evaluation on the quality of the examination paper, the paper presents an evaluation model for the examination paper utilizing the fuzzy theory and Delphi method, which is applied in practice with characteristics of simple and easy operation, impersonal and impartial, process and satisfactory result.
