Abstract
Performance assessment has become an effective means to assess the research and development (R&D) staff scientifically and reasonably. Taken M Biological Research Institute as an example of the performance assessment system, different key performance indicators(KPI) are proposed according to the different job responsibilities in different departments. By using analytical hierarchy process and combining assistant indicators, the weight value of the indicator system is determined. B/S mode is used to build this system, which improves the work efficiency of R&D staff. ASP.NET2.0 technology is used to develop the application procedures, which makes routine maintenance more convenient.
