  • Abstract
    The Loss-Of-Load-Expectation (LOLE) Best Practices group has been meeting since 2008. It was initiated by grass roots efforts of Industry professionals involved with LOLE modeling and analysis. This summary, of these activities, is by two of the three officers of this Working Group, both of which have been intimately involved since the first meeting. The scope of this group´s activities is to provide a collaborative venue for discussing the Industry´s approaches to LOLE topics as they change and provide opportunity to develop new and innovative approaches to topics such as the following: variable resources, demand resources, significant additions of Wind resources, government mandates for renewable resources, regulatory emissions sanctions, compliance with North America Electric Reliability Corporation (NERC) standards, incorporation of transmission probabilistic measures, reporting of generation availability data system (GADS) requirements, reporting of Expected Unserved Energy(EUE) and Loss of Load Hours(LOLH), and techniques and criteria measures for LOLE calculations (i.e. 1 occurrence, on average, in 10 years). This group has found support by Industry participants and NERC, recently forming a working group under the Risk, Reliability and Probability Application (RRPA) Sub Committee within IEEE. The RRPA reports to the Power System Analysis Computing and Economics (PSACE) Committee. This summary will provide the basis for the Panel discussion at the July 2012 Generation Adequacy Assessment-Computational methods panel session. Of particular interest is this group´s roundtable discussions and the general forum for collaboration: 1) in an investigation or for a development issue; 2) including aspects not included in standard calculations which includes treatment of networks, 3) robust statistical assessment of relevant aspects of wind resource, 4) reasonability of conventional plant models.
