  • Abstract
    In accordance with Federal Target Program “Development of the tele-radio broadcasting in the Russian Federation for the period 2009-2015” and draft of concept of analogue TV switch-off and transition to the digital TV in Russian Federation, Digital Switchover should be completed in Russian Federation in 2014-2017. One of the key outcome of that process will be Digital Dividend appearing. Digital Dividend is a frequency resource in the frequency bands of 174-230 and 470-862 MHz which will be available over the necessary resource amount for substitute analogue TV programs by the digital ones after ending of digital switchover. There are a few options of Digital Dividend allocation between digital television and mobile communications. Features of development of regional telecommunication markets have been analyzed and reasonability of regional approach to digital dividend allocation has been identified. Most major criteria of development of regional telecommunication markets have been selected and on a base of them cluster analysis for grouping regions for making decision on choosing option of allocation for each cluster has been performed. Clustering model which takes into account socio-economic criteria and frequency resource limitation including guard bands ensuring EMC has been formed.
