Research on partnering project partner choice based on group rational behavior

A scientific and practical decision-making model for choice of partner in the partnering project renders as an important guarantee for the success of partnering project. Aiming at the decision-making problem of partner choice of partnering project, this paper advances a group decision-making model on the basis of group rational behavior and the construction of a new multi-attribute evaluation index system. Based on the fact of policy-makers preference existing in decision-making and in order to narrow and reduce the phenomenon of great error brought by decision-makers´ preference, the thought of group decision-making is adopted in this paper to forms a group of rational preference through extracting the personal preferences pertinently providing that decision-makers are rational. And then, evaluation values are calculated and the decision is made‥ Eventually, the feasibility and practicability of the model is verified by the example.
