    In this paper, the theory of large-scale systems A.D.HALL matrix theory of water conservancy and hydropower project conducted a study on the establishment of water conservancy and hydropower project activities A.D.HALL matrix system.Of complex water resources and hydropower engineering, the paper matrix by constructing A.D.HALL activities to build water conservancy and hydropower A.D.HALL activities AIJ matrix elements and the actual water conservancy and hydropower projects in various stages of relationship building, the water conservancy and hydropower engineering research into a system. Matrix by matrix elements of the research, control of water conservancy and hydropower project progress, to achieve high-level from the system to the entire water conservancy and hydropower project to the overall control objectives.
