Abstract
Reasonable low price bid evaluation is widely implemented in the biding system in China. According to analysis of the evaluation methods and their theoretical basis, the actual methods have all deviated the true meaning of reasonable low-price, and even caused to the phenomenon such as baleful round-biding and successful bid by low-cost price. In order to address those problems, in this paper, summarizing of the influencing factors of reasonable low price based on the analysis of life cycle cost control, and then combining with the value engineering theory, it provides a multi-objective decision model. According to a case study, the model can generally reflect the strength of bidders and select a bidder who offered a reasonable low-price.
