Abstract
The most common method of tender evaluation for engineering projects was traditional comprehensive scoring, and analytic hierarchy process or fuzzy comprehensive judgment was also used for tender evaluation, but all these methods had the defect of having highly subjectivity. Although the traditional DEA model can exclude bias caused by human factors, it can´t distinguish efficient decision-making units. A systematic method based on modified DEA and fuzzy theory was proposed for the selection of tenders. The illustrative case was given to demonstrate that the proposed method is not only simple and operational, but also suitable for a general tender evaluation process, providing great reference for evaluation problems in other fields.
