    Private capital plays an important role in the issues that to resolve the funds shortage and improve the operation efficiency of government project, but its investment in government project is not so much. One of the most critical reasons is that private capital participating in the operation of government projects will encounter a lot of risks. This paper takes the Ruian city government project as the research background, uses risk matrix to identify the key risk factors of private capital participating in the government project and provide a basis for risk prevention in this process.
