Research on the Concessionaire Selection for Build-Operate-Transfer Projects

BOT (build-operate-transfer) projects have been explored in worldwide infrastructure development. Selection of the right concessionaire, which is critical to the success of such BOT projects, depends on the quality of identifying and defining suitable project-specific criteria and the quality of formulating an efficient tender evaluation methodology. This paper analyzes and draws experiences and lessons from this concessionaire selection practice, tender methods and evaluation methods.
