In the liberalized electricity market, both private investors and policy makers need a set of tools to develop and assess flexible investment projects under uncertainties in order to manage the risks involved. Based on the analyses of the generation investment environment and the theory of real options, this paper proposes a layered framework for generation strategic planning and investment, in which different categories of uncertainties such as market risks, policy risks, technical risks and so on can be considered. The framework is divided into four layers: (1) prices and costs forecasting, (2) gross value and capital estimation, (3) expanded net present value calculation and (4) decision analysis.
