Abstract
This paper applies a twofold quality model, presented in a previous article, to produce groundwork for system and project specific attribute models. Evidence to support the model is sought from a case study of an African EMIS implementation that links the paper to research on information and communication technology for development. The paper is a dense extract from a full article. All visualizations are omitted for the sake of brevity
