Abstract
With the issue and implementation of The Most Stringent Water Resources Management and that Yangtze River basin was first selected to carry out total water use control on a trial basis, this paper analyzed the main problem existing in total water management of Yangtze River basin, and studied and constructed a total water use management mode characterized by multilevel management, integrated dynamic supervise, and pointed index systems. The study of this paper is helpful for macroscopic management of water quantitative consumption of Yangtze River basin, and provides technical supports for reasonable allocation and efficient utilization of river basin water resources.
